Dealing with Fragile States in Africa
20 Jul 2024 | On 14 July, development minister Bert Koenders addressed the AEGIS European Conference on African Studies in Leiden. His speech outlines the challenges presented by globalisation, Chinese economic expansion and conflict in Africa’s struggle to attain the Millennium Development Goals by 2015.

These factors aggravate poverty and misery and create the environment in which international criminal and terrorist forces can operate. Fragile states in particular must become a priority of Dutch and international development cooperation.

As the lack of good governance forms the core of the problematic nature of fragile states, securing safety, stability and law and order is an absolute precondition for successful development in these countries. Longer-term commitments and taking political and financial risks are also required. Finally, good analysis is crucial to design tailor-made policies that will provide an integrated approach using all our available instruments: Diplomacy, Development and, where appropriate, Defence. Choosing specific combinations in specific situations is key.
