If you live abroad, you can usually marry under local law in the country where you reside, but you can also marry in the Netherlands. If you have had a child abroad, you will have to register its birth with the competent authority in that country. And if you live in another country and want to adopt a child there, you need to contact the local authorities yourself.

Marrying in the Netherlands
We are Dutch nationals, and we live and work abroad. But we want to marry in the Netherlands.
Dutch people who live outside the Netherlands can marry in the Netherlands, but they have to give notice of their intention to marry (“ondertrouw”), in person or in writing, to the municipality of The Hague. When you do so, you must submit certain documents, such as both your birth certificates and information concerning your civil status. You also have to state in which municipality the marriage is to take place.
